Open and Accessible ePermit Application

Aloha! This is the Film Permit Application necessary to request certain State properties for filming locations. This portal is only for State of Hawaii DLNR Open/Accessible Sites, and limited to locations on the DLNR Open/Accessible Sites list that are the only locations requested for the film production.

The first thing the production will need is a certificate of insurance (COI). Please see: http://filmoffice.hawaii.gov/film-permitting/certificate-of-insurance

The State of Hawaii Risk Management Division is very strict about insurance coverage for our film productions, so the level of insurance coverage and the required wording on the COI must be correct before a film permit application can be processed.

In order to qualify for Open and Accessible Sites, the production needs to adhere to the following: 1. No more than 20 cast & crew on location;
2. No more than 4 vehicles (no vehicle larger than a 15 passenger van);
3. No large props/sets;
4. No water activity;
5. No use of animals, special effects, helicopters, UAS (aka drone), picture vehicles, water vessels, simulated gunfire or explosives;
6. No special parking arrangements; and
7. Equipment needs cannot require special attention or create public disturbances (e.g. long cables, noisy generators, dolly tracks).

If you feel your production meets the criteria for DLNR Open/Accessible Sites, all a production has to do is register here and upload the required COI. Once the COI is uploaded, the Hawaii Film Office will receive an email notification that you have done so. You will also receive an email notification that your COI was successfully uploaded. Please do not create duplicate accounts.
A staff member will go into the system and review the COI. This normally takes a couple of business days. If the COI meets the State’s requirements, we will approve you as a "known permitter". You will then receive an email telling you that you have been approved, so you can log back in with your user name and password and initiate your own "Open and Accessible Sites" film permit. Each permit is $10 and can be paid via credit card online. If the COI does not meet the requirements, you will be advised to make the necessary changes and your account will not be approved until we receive the proper COI.

If you are a “known permitter” and your COI has expired, you will not be able to access your ePermit account until the COI has been updated. In order to update your COI, please email the current COI as a PDF to us at info@hawaiifilmoffice.com. We will review and upload your COI to your account. You will receive an email notification that your COI was successfully uploaded.
You may then go into your ePermit account to initiate your “Open and Accessible Sites” film permit.

If you feel that your production does not meet the criteria for the DLNR Open/Accessible Sites permit, you will need to obtain a Standard Film Permit. Please review our Permit Procedures, Certificate of Insurance information and fill out a hard copy of the Film Permit Application (both the General Information Section and Specific Information Section). The completed Film Permit Application may be faxed to our office at 808-586-2572 or emailed as PDFs to info@hawaiifilmoffice.com.
